Inter-parliamentary conference on the oversight of IPA funds

Pre-Accession Actions Unit in cooperation with the EP Committees on Budgetary Control, on Foreign Affairs and on Regional Development organizes an inter-parliamentary conference “Oversight of IPA funds- success and challenges”. The conference will gather Members of the  Enlargement Countries' Parliaments and the European Parliament, in the National Assembly of the Republic of Serbia on September 16.

Opening remarks of the conference will be given by Veroljub Arsić, Deputy Speaker of the National Assembly of Serbia Jadranka Joksimović, Minister in charge of European Integration, Government of the Republic of Serbia and Michael Davenport, Head of the Delegation of the European Union in Belgrade.

The first panel will deal with the alignment of IPA II with the Enlargement Strategy. Franc Bogovič, MEP, Member of  the Committee on Regional Development and Gazmend Turdiu, Deputy Secretary General, Regional Cooperation Council will discuss this topic.

In the second panel, Derek Vaughan, MEP, Vice-Chair of the Committee on Budgetary Control, Member of the Committee on Regional Development and Szabolcs Fazakas, Member of  the European Court of Auditors will speak about the parliamentary oversight of external instruments, in particular, IPA.

Furthermore, the third panel will address the issue of efficiency of usage of the EU funds and interaction with the parliament and the civil society. The panelists will be: Ana Ilić, Deputy Director – Coordinator for EU Funds, Serbian European Integration Office, Terry Reintke, MEP, Member of the Committee on Regional Development, Committee on Employment and Social Affairs and Committee on Women’s Rights and Gender Equality and Danijela Božović, Belgrade Open School, Sectoral civil Society (SECO),  Serbian National Convention on the EU.

Igor Šoltes,  MEP, Vice-Chair of the Committee on Budgetary Control, Member of the Committee on the Internal Market and Consumer Protection and Ognjen Mirić, Expert on IPA Funds, Regional Manager for Western Balkans and Turkey, GIZ will exchange perspectives on the Union’s instruments for external action: the role of EP in IPA II’s strategy and implementation during the fourth panel.

Moreover, the fifth panel will deal with regional and cross-border cooperation involving IPA and structural funds and the speakers will be: Jan Olbrycht,  MEP, Member of  the Committee on Budgets Marinika Tepić, MP, Chair of European Integration Committee of the National Assembly of Serbia and Jurij Kobal, Director, Oikos development consulting.

Finally, introducing budget support under IPA II  will be addressed during the concluding panel. One of the speakers will be Terhi Karvinen, Budget Support Coordinator, European Commission, Directorate-General for Neighbourhood and Enlargement Negotiations.
