BRUSSELS – Spanish PM Mariano Rajoy’s participation in a May 17 EU-Western Balkans summit in Sofia is in doubt over Kosovo’s attendance.
According to reports, Madrid is adamant the conditions have not been met for Kosovo – which is not recognised by five EU member states, including Spain – to make further steps in the EU accession process.
