BRUSSELS – European Council has formally nominated Spanish Foreign Minister Josep Borrell as the new High Representative of the EU for Foreign Affairs and Security Policy, a position currently held by Federica Mogherini. Borrell will have to be confirmed by the European Parliament together with the rest of the new European Commission, since the position of the High Representative also includes the Vice-Presidency over the EC. Borrell, 72, is expected to begin his five-year mandate in November.
