Limits of the internal Dialogue on Kosovo: Proposal of unreal union

BELGRADE – While the border talks are underway, the President of Serbia moves the boundaries of the conversation by inserting a legally binding agreement with Pristina as the new unavoidable start of the future outcome of the internal dialogue, writes NIN.

“Parts of the academic community that started the internal dialogue on Kosovo issue, on a session which was held by the professor of constitutional law generally praised the initiative, expressed hope, or the desire to raise the moral of the people, and only offered some solution to the problem for which the summit was convened,” emphasizes NIN.

The idea of Professor Vladan Kutlešić to create a real union had an echo in public, and the President of Serbia intrigued by this idea, which is especially surprising since the idea is not new.

The difference between this and the previous proposals is that, according to the Serbian public, the proposal goes beyond two red lines – the union of two independent states (in this case Serbia and Kosovo) and Kosovo’s membership in the UN.

“Kutlešić proposes something that is real, above the Constitution. As he says, according to his previous experience when Serbia offered and placed in its legal acts more than it could offer, and it received less than expected, “writes NIN.

The idea is based on the acceptance of Kosovo as an independent state, enabling its membership in the UN, with a legally binding agreement between Belgrade and Pristina. In return, Serbia would get autonomy for the northern part of Kosovo, and manage monasteries, with constantly increasing perspective of the EU membership.

When it comes to political factors, NIN recalls their observation of the entire process of the internal dialogue.

“With the exception of the DSS, which proposes a frozen conflict until more favorable circumstances for Serbia, the considerations of other political factors did not have an idea regarding the dialogue, but only a criticism at the expense of the authorities – the dialogue, not the flow, but the very idea, is mainly characterized as a farce and a facade for in advance prepared solution, ” NIN said.

The possibility of dividing Kosovo is, however, rejected because it is considered not to correspond to great powers plans.

The US has been persistently supporting the maximalist demands of the Albanians in Kosovo. On the other hand, Russia would lose its influence on Serbia, if it starts dealing with this long-standing problem, NIN explains.

NIN also reminds that Serbia committed to sign a legally binding agreement with Kosovo by signing the Brussels Agreement.
