Tools for political promotion

Why is there a lack of pre-election opinion polls in Serbia?

Amid deep social divisions, citizens are very cautious about revealing their political preferences, making it extremely difficult to gauge the mood of the electorate.

One of the defining features of election campaign in Serbia is the lack of independent, methodologically transparent opinion polls. According to experts, several factors obscure the picture of voter preferences, including the nature of the current regime, led by the Serbian Progressive Party (SNS).

“When propaganda shapes responses, fear produces silence, and opinion polls become a tool for political promotion”, Zoran Gavrilović, Executive Director of the Bureau for Social Research (BIRODI) tells Savremena politika.

BIRODI recently announced that Serbia ranked 83rd out of 133 countries in the pilot edition of the Public Opinion Research Environment Index (POREI) for 2025, placing it in the low-scoring category. As emphasised, POREI does not measure the accuracy of polls themselves, but assess the conditions and environment in which such research is conducted.
