PODGORICA – The government of Montenegro adopted information yesterday on the need to terminate the agreements regulating the visa-free regime with Russia, Belarus, and Turkey, starting from 1 November.
As explained, Montenegro, in the process of joining the European Union, is required to fully align its visa policy with that of the EU, RTCG reports.
On 23 July, the government adopted amendments to the Regulation on the Visa Regime stipulating that, as of 1 November 2026, citizens of Russia, Belarus, and Turkey will need a visa to enter, transit through, and stay in Montenegro.
“Given that these matters are also regulated by international agreements concluded by the Government of Montenegro, it is necessary to undertake activities aimed at terminating the agreements with these countries,” the statement said.
According to the statement, with regard to Turkey, the government will initiate the conclusion of a new bilateral agreement that would maintain the visa-free regime for holders of diplomatic, official, and special passports.
The aim, as stated, is to ensure, “to the greatest extent possible,” continuity of the visa-free regime for these categories, in accordance with the EU acquis.
