BRUSSELS – The European Commission (EC) has excluded Serbia from an anti-dumping investigation into hot-rolled coil (HRC) imported from five countries, says a preliminary EC document seen by the Metal Bulletin portal.

This means that Serbia’s Smederevo steel mill, owned by China’s Hesteel Group, will be paying no penalties.

The other four countries in the case – Russia, Ukraine, Iran and Brazil – will be subject to definitive duties on shipments of hot-rolled coil, the portal said.

“Although the EC determined during its investigation that all five countries have been trading HRC material at dumped prices, it decided to terminate the investigation into imports from Serbia because the volumes were found to be negligible,” the report said.
