PRISTINA –The constitutive session of Kosovo’s Assembly began this morning. The first item of the agenda was the establishment of Temporary Committee for the verification of quorum and mandates of the MPs. Then, the swearing-in of the MPs, the election of the Speaker of the Assembly and the selection of the Assembly’s deputy speakers should be completed.
The Assembly can be considered constituted only if all these tasks are successfully done by the end of the day. The constitutive session of the Assembly of Kosovo is presided over by the oldest member of the parliament, assisted by the youngest MP. A majority of 61 votes, out of 120 total MPs, is required to elect the Speaker of Kosovo’s Assembly.
According to the final results of the snap election held in early June, the Vetëvendosje Movement (VV) won 53 seats in the Assembly. The Democratic Party of Kosovo (PDK) finished second with 22 seats, The Democratic League of Kosovo (LDK) won 18 seats while AAK secured seven seats. The Serb List won nine seats out of the 10 seats reserved for the representative of Serb community. Nenad Rašić and his “For Freedom, Justice and Survival” party won one seat.
KoSSev.info reports that the constitutive session is being held after two days of intense talks between the VV and LDK, which, however, did not lead to a political agreement.
After an almost three-hour meeting held on Tuesday evening, the leaders of the two parties, Albin Kurti and Ljumir Abdiziku, met again yesterday, but even the second attempt did not bring an agreement.
“We have no news because we don’t have an agreement. When we have an agreement, we will talk,” Kurti said after the meeting.
According to Kurti, Kosovo needs a political agreement that will “respect the election result and contribute to institutional stability”, warning that if an agreement is not reached, new elections could become inevitable.
KoSSev. info stresses that if the MPs elect the Speaker of the Assembly today and constitute a new parliament today, the constitutional period of 60 days for the election of the president of Kosovo will begin. Only after the acting president entrusts the mandate to the candidate who secures the parliamentary majority, the 15-day period for electing a new government will begin.
