Expert mission assists in creating a more efficient administration in the City of Zenica

ZENICA – At the request of local authorities, an expert mission looking at improving administration management was organised in the City of Zenica, within the European Commission’s TAIEX instrument.

In the period 8-12 January 2018, an expert mission was organised in Zenica, Bosnia and Herzegovina’s fourth-largest city, aimed at evaluating improving administration management at the Municipal/City level. A Member State expert was enlisted to provide assistance to the local administration to become cost-effective, sustainable and efficient.

Best practices from the EU were presented during the five-day mission, which included consultations with representatives of the Mayor’s office and local departments dealing with human resources, urban planning, economics and budget, communal services, social protection and housing.

Tatjana Borovina from the Ministry of Regional Development and EU Funds of the Republic of Croatia provided assistance and advice to the City of Zenica representatives on the reorganisation of its internal organisational units.

Specifically, the expert presented best practices of the Republic of Croatia in human resources management, civil service as well as on tools for assessment of realistic needs in terms of administrative capacities, such as mapping of business processes and work-load analysis.

A second five-day mission is envisaged for the end of January 2018. During the second mission the main activity shall be drafting the proposal of a new act on internal organisation and job descriptions in the City of Zenica.

TAIEX is the Technical Assistance and Information Exchange Instrument of the European Commission. It is needs-driven and supports public administrations with regard to the approximation, application and enforcement of EU legislation as well as facilitating the sharing of EU best practices.
