Hahn: IMO role must have solid legal basis in the Constitution

ata_maliTIRANA – A day ahead of a scheduled vote on the judicial reform package in parliament, the European Commissioner for European Neighborhood Policy and Enlargement Johannes Hahn sent a letter to Albanian political leaders on Wednesday.

According to the media reports, Commissioner Hahn has addressed the letter to Prime Minister Edi Rama, Speaker of the Parliament Ilir Meta, and the opposition leader Lulzim Basha.

Hahn appeals to Albanian leaders to adopt the justice reform bill in parliament on Thursday.

In his letter, Hahn reiterates the main points of the so-called “hybrid proposal”, saying these points are the red lines for the international community.

EU Commissioner underlines that the role of the International Monitoring Operation, IMO, must have solid legal basis in the Constitution itself, noting that IMO will only provide recommendations, which are not legally binding. However, the IMO recommendations will include a reasoning in which the position taken will be explained according to the criteria established by the legislation.
